October 13 this year is the ninth day of the ninth month in the lunar calendar, which is a traditional Chinese holiday called Chong Yang Festival, mentioned in writing since before the East Han period (before AD 25).
Last year, the National People's Congress Standing Committee amended the Law of the People’s Republic of China on the Protection of Rights and Interests of the Aged, and identified the the ninth day of the ninth lunar month as the annual festival for the elderly. Therefore, the 13th day of October, 2013 is the nation's first statutory festival for the elderly.
According to statistics, Changzhou was home to 772,000 people over the age of 60 by the end of 2012, accounting for 21.2% of the city's registered population, of which the number of people over the age of 80, 90 and 100 reached 115,000, 14,000 and 274 respectively.
