The National Health and Family Planning Commission and the Ministry of Commerce recently issued a circular allowing foreign investors to establish wholly foreign-owned hospitals in Beijing, Tianjin, Shanghai, Jiangsu, Fujian, Guangdong and Hainan by registration of new hospitals or through mergers and acquisitions. Currently, Changzhou dose not have any foreign hospitals or joint-venture hospitals.
According to the Municipal Bureau of Health, the approval authority for setting up foreign-owned hospitals belongs to provincial level government. If any foreign investors want to establish wholly foreign-owned hospitals in the city, the municipal health authority will submit preliminary views on such application to the provincial health and family planning authority in accordance with the related pilot implementation program made by Jiangsu Provincial Health and Family Planning Commission. After then, the provincial authority of commerce will go through the examination and approval for establishment of foreign-owned hospitals according to foreign investment laws and regulations based on the administrative permission by the provincial health and family planning authority.
Although it is still unknown when Changzhou will have the first foreign hospital, it is reported that the No.4 Hospital is going to co-establish an international medical center with a famous foreign hospital. The center will be equipped with 40 beds in private rooms and suites, providing outpatient service, ultrasound examination, ECG, etc.
